The Department of Development Services is administered by the Director who reports directly to the County Administrator. The Director is responsible for the divisions that make up the department - Administration, Building Safety, Customer Service, Environmental Programs, and Planning & Zoning. The Director also provides administrative oversight for Engineering and the Flood Control District.

The general administrative functions for the Department of Development Services are managed by the Administrative Manager. The Division includes the Accounting and Administrative Support/Records sections. Day to day tasks for the Administrative Division include such functions as assuring the department's bills are paid and that staff is paid; tracking and assisting in the preparation of the annual budget; reconciling and tracking all department funds including General Funds, HURF, Flood Control, CIP and Grant Funds; preparing and maintaining numerous spreadsheets and databases; assisting staff with correspondence, reports, and numerous projects; acting as recording secretary for various Boards and Commissions; administering the Hearing Officer functions; and, overseeing the retention, destruction, archiving, and imaging of department records.
